Internet Explorer new tab has an enabled, blue back button, confuses users

Based on user testing, we decided to open a certain PDF link in a new tab. This works fine in Chrome, Firefox, Edge, where the new tab opens, the PDF displays, and there is no ability to click on the back button (since nothing else has happened in that tab).

In Internet Explorer, however, the back button in the new PDF tab is enabled, blue, and simply reloads the page.

This is a bad user experience, as it creates the impression they can return to the original page via the back button (we've seen them try this through testing).

Any insight on why this is occurring and how to fix?
