IIRF Rewrite Rule to Replace Chars

I'm hitting an issue using IIRF on an IIS 6 server box (ikr).

I've setup IIRF successfully and would like to match:

/xyz/yzy/module.dll?SOMETHINGELSE%7e&SiteId=XXXXXXXXXX&InWin=YES&id=_XXXXXXXXX&rand=XXXXXXXXXXXX

the %7e to be replaced with its encoded symbol, or in this case tilde(~) so the final URL would look like this:

/xyz/yzy/module.dll?SOMETHINGELSE~&SiteId=XXXXXXXXXX&InWin=YES&id=_XXXXXXXXX&rand=XXXXXXXXXXXX

I have a rule placed which doesn't seem to do the trick:

RewriteRule ^/xyz/yzy/module.dll?SOMETHINGELSE%7e(.*) /xyz/yzy/module.dll?SOMETHINGELSE~$1

The IIRF Logs are showing a NoMatch and the rewrite isn't happening.
