How do you test Facebook app permissions before they are approved?

I have a Facebook app, and my requests for publish_pages and manage_pages were not approved. The reason, according to Facebook, is “All permissions data must be visibly used within your app. We do not accept permission requests for data that you may decide to use later.”

I do not understand how I am supposed to be able to use them without having permission to use them.

I created some test users, and logged in with one of them, hoping that I would be able to test the manage_pages and publish_pages permissions with the test user. However, when logging in with Facebook as the test user, it says that I am only granting permission for the basic profile data and email address, not managing pages or publishing to pages. It even says explicitly in this login screen, “This doesn’t let the app post to Facebook” (screenshot attached).

Can anyone let me know how I can use the manage_pages and publish_pages permissions for testing, so that I can get the permissions approved in app review? Any specific step by step instructions would be greatly appreciated. I’m very confused.
