Postgresql tuning - effective_cache_size

In the postgresql.conf file the effective_cache_size option is commented out when shipped, but the value coincides with my RAM. Am I right in assuming that it defaults to the same value as my RAM? Should I uncomment it to guarantee it is using all my RAM?

Edit: the output of

explain select * from table1 buffers;

is as follows:

 Seq Scan on table1 buffers  (cost=0.00..1792216.09 rows=91771209 width=48)
